By the authority vested in me as Department Commander, pursuant to § 2 of Article VIII, of the Department Bylaws as amended through 16 March 2002, the following policy of the Department of California and Pacific, is hereby deemed by me as necessary and prudent, relative to a course of action and considered expedient, judicious, and advantageous to the Department of California and Pacific:

Section 1: PURPOSE. The purpose of this policy is to establish a procedure, consistent with the National Constitution and Regulations, to provide for Department members-at-Large (DMAL) in the Department of California and Pacific, which provides in Section 1 of Article X of Chapter II of the National Constitution and Regulations, that "a camp [be] established by the Department for the purpose of administering the DMAL."

Section 2: POLICY.

(A) DMAL. The Department Members-at-Large (DMAL) for the Department of California and Pacific shall include all Brothers (members, associates, and juniors) residing within the jurisdiction of the Department who are not already a Brother of a Camp within the Department. When a new Brother joins (or transfers to) the Department of California and Pacific, and chooses to not join a specific Camp, he shall be referred to the Department Junior Vice-Commander for appropriate placement within the Department not inconsistent with this policy.

(B) ESTABLISHMENT OF ADMINISTERING CAMP. Pursuant to Section 1 of Article X of Chapter II of the National Constitution and Regulations, the Department Junior Vice-Commander shall establish, that is, cause to be recognized, a Camp of his choosing within the Department, for purposes of administering the Brother's membership-at-large. Among other factors that the Department Junior Vice-Commander deems appropriate, he may take into consideration the location of the new Brother and any input from Senior Department Officers and Camp Junior vice-Commanders when deciding what Camp shall administer the Brother's membership.

(C) DUES. All members-at-large in the Department of California and Pacific shall pay a dues amount as established by the Council of Administration. Currently dues for members-at-large joining between January 1st and June 30th, inclusively, are $25 and for those joining between July 1st and December 31st, inclusively, are $12.50. These dues shall be paid by the member-at-large to the administering Camp, which shall in turn forward appropriate National and Department per capita dues to the Department Secretary with its Camp Quarterly Report. The administering Camp shall also list any new member-at-large on its Camp Quarterly Report in the same manner as it would a new Camp member, indicating that the Brother is a Member-at-Large.

Section 3: INTENDED BYLAWS AMENDMENTS. It is the intent of this Administration to seek ratification of Department Bylaws amendments, at the 117th Department Encampment in 2003, that will require all Brothers belong to a Camp of their choice or be assigned to the nearest Camp if the Brother does not choose a Camp, not inconsistent with the National Constitution and Regulations.

The foregoing Department Policy is established this 5th day of April in the year of our Lord two thousand two, and of the Independence of the United States of America the two hundred twenty-fifth, in the City of Livermore, County of Alameda, State of California by Brad Schall, Department Commander of the Department of California and Pacific, Sons of Union Veterans of the Civil War.
