ELECTION, APPOINTED OFFICERS, & DEPARTMENT HEADQUARTERS

 

By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered effective March 15, 2011 as follows:

Section 1: Having been duly elected Department Commander by the 125th Annual Department Encampment in regular session at San Luis Obispo, California, it is with sincere appreciation for the support and confidence shown to me that I assume command of the Department of California and Pacific for the term, 2011-2012. I, along with the other Department Officers, will strive to bring honor to the memory of our Union ancestors through the good works of our Order during the coming year.

I hereby establish my residence in the City of Anaheim, County of Orange, and State of California as the Department Headquarters. Correspondence on any matter is most welcomed and may be sent to my home address, 1280 N. Piedmont Drive, Anaheim Hills, CA, 92807, or to my e-mail address, commander@suvpac.org. Camp reports and dues shall be sent to the Department Secretary-Treasurer at 704 Virginia Street, El Segundo, CA 90245.

Section 2: Department Brothers who were duly elected and installed by Commander-in-Chief Brad Schall at the 125th Annual Department Encampment on March 12, 2011, are as follows:

DEPARTMENT ORDER No. 2
Series 2011-2012

PASSING OF BROTHER KIRBY R. MORGAN

 

By the authority vested in me as Department Commander of the Department of California & Pacific, Sons of Union Veterans of the Civil War, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows:

Section 1: It is with heavy heart that we report that Brother Kirby R. Morgan of Arbuckle, California, a member of General George Wright Camp 22, and Department Civil War Memorials Officer passed away on Friday, March 29, 2011 at 12:12 AM.

Section 2:Services are pending for Brother Morgan and as details are forthcoming they will be promulgated to all Camps in the Department.

Section 3: The Department extends sincere condolences to Mrs. Carol Morgan and the Morgan family. Cards may be sent to Mrs. Carol Morgan, 7020 Friel Road, Arbuckle, CA 95912.

Section 4: The Department and all Camp Charters are to be draped in black for a period of thirty (30) days from the date of this Order.

Section 5: All Department Brothers are respectfully directed to attach a black mourning ribbon to their membership badge (pursuant to C&R, Article III, Sec. 9) for a period of thirty (30) days from the date of this Order.

Series 2011-2012

APPOINTMENT OF A DEPARTMENT SPECIAL COMMITTEE
ON STRATEGIC PLANNING

 

By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered effective October 15, 2011 as follows:

Section 1: Having been duly adopted as a Resolution by the Department Encampment at San Luis Obispo on March 12, 2011; a Department Special Committee on Strategic Planning is appointed to wit:

The Special Committee on Strategic Planning is charged with the development of a 5-year strategic plan for the Department, to be presented to the 2012 Department Encampment for adoption. As this plan will most likely have direct and/or indirect impacts on our Auxiliary Sisters, the Committee shall seek the input of our Auxiliary Sisters prior to finalizing the 5-year strategic plan for presentation to the 2012 Department Encampment. This Committee shall be chaired by a Past Department Commander. All elected Department Officers, all Past Department Commanders in good standing, and all Camp Commanders shall be members ex-officio of this Committee.

The Department Commander may appoint additional members as he deems necessary for the success of the Committee. This Committee shall be dissolved upon the adjournment of the 2012 Department Encampment, provided that a 5-year strategic plan has been adopted by the Department Encampment.

Section 2: The Resolution requiring that a Past Department Commander be appointed as Chair, it is hereby directed that Past-Commander-in-Chief Brad Schall (PDC) be appointed as Chair of this Special Committee. The Chair may appoint additional committee members as he deems necessary for the success of the Committee.

DEPARTMENT ORDER No. 4
Series 2011-2012

APPOINTMENT OF DEPARTMENT CIVIL WAR MEMORIALS OFFICER

 

By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered effective October 15, 2011 as follows:

Section 1: Due to the passing of Department Civil War Memorials Officer Brother Kirby R. Morgan on March 29, 2011; Brother Dean A. Enderlin (Commander - Camp 23) is hereby appointed Department Civil War Memorials Officer with a date-of rank as of April 1, 2011.

Section 2: The position of Special Aide to the Department Civil War Memorials Officer is hereby eliminated, unless later requested for reinstatement by the Civil War Memorials Officer.

Section 3: In addition to his normal and usual duties as the Department Civil War Memorials Officer, Brother Enderlin shall coordinate the retrieval and removal of all Civil War Memorials files from late Brother Morgan’s premises. The retrieval of files shall include electronic files existing on Brother Morgan's computer. Brother Enderlin shall take care to arrange the retrieval of the files on a schedule convenient to the Morgan family. Brother Enderlin shall provide timely reports as to his progress in retrieving the DMO files.

Section 4: Camp 22 Graves Registration Officer Brother James Monteton shall coordinate the retrieval and removal of all Graves Registration files from late Brother Morgan’s premises. The retrieval of files shall include electronic files existing on Brother Morgan's computer. Brother Montejon shall take care to arrange the retrieval of the files on a schedule convenient to the Morgan family. Brother Monteton shall provide timely reports as to his progress in retrieving the GRO files. All files not directly related to the Camp 22 GRO area of responsibility shall be forwarded to Department GRO Joseph Marti or Department Historian David A. Davis, as appropriate.

Section 1: Upon the recommendation of History Committee Chairman and Department Historian David A. Davis-PCC; the following members are appointed to the History Committee:

PASSING OF BROTHER LYNN R. OWENS - COMMANDER CAMP 24

 

By the authority vested in me as Department Commander of the Department of California & Pacific, Sons of Union Veterans of the Civil War, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows:

Section 1: It is with heavy heart that we report the passing of Camp 24 Commander Brother Lynn R. Owens.

Section 2: Brother Owens' passing was reported by Brother Brad Schall (PC-in-C) in a message as follows, to wit:

November 5, 2011

Brothers,

It is with a great deal of sadness that I inform you of passing of Camp 24 Commander Lynn Owens. Brother Owens was a Charter member of our Camp and a close friend of all. This notification ends a friendship of 20 plus years and a respect for one of the most devout Christians that I have ever known. He was our first Camp Chaplain and has held that position since the Camp was formed in 1999.

Our sympathies go to his wife Linda, his children and grandchildren. In addition to his passion for the Civil War, he had family members that fought on both sides. He was a Clamper, collector of Civil War memorabilia, a Cowboy poet and a cowboy reenactor. He was a retired Firefighter and a long time servant to the Trinity Baptist Church in Livermore, California.

The family will have a Celebration of Life on the 21st of November and the family has requested that we wear our uniforms. We will send you additional details when we receive them.

Linda said this morning that his little granddaughter said it best:

"Grandpa won’t have to suffer anymore and he can now be with his friends Gene Autry and Roy Rogers."

Let me add a special thank you to Lynn for making my life full of happiness with all the fun and good times we shared over the years.

Our Camp 24 meeting on November 15th will be devoted to a Memorial Service for Lynn.
