By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: Having been duly re-elected Department Commander by the 124th Annual Department Encampment in regular session at San Luis Obispo, California, it is with sincere appreciation for the support and confidence shown to me that I resume command of the Department of California and Pacific for the term, 2010-2011. I, along with my officers, will strive to bring honor to the memory of our Union ancestors through the good works of our Order during the coming year. I hereby establish my residence in the City of Newark, County of Alameda, and State of California as the Department Headquarters. Correspondence on any matter is most welcomed and may be sent to my home address, 7788 Peachtree Ave., Newark, CA, 94560, or to my e-mail address, commander@suvpac.org. Camp reports and dues shall be sent to the Department Secretary-Treasurer at 704 Virginia Street, El Segundo, CA 90245. DEPARTMENT ORDER No. 2 PASSING OF BROTHER RICHARD ALLEN IGNATIUS
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: Brother Richard Allen Ignatius of Norco, California, a member of The Generals Sedgwick-Granger Camp No. 17, passed away April 18, 2010. Section 2: Brother Ignatius was born in Long Beach, California on April 7, 1950; he lived with his wife and two children in Norco, California. Rich joined the SUVCW with the Generals Sedgwick-Granger Camp 17 on September 16, 2004. He based his eligibility in the Sons on the service of his great-great-granduncle, Private Jefferson Smith Dowd of Company D, 14th Missouri Infantry (also known as the 66th Illinois Infantry and Birge’s Western Sharpshooters). He was a long-time Civil War reenactor, and past president of the Company D, 116th Pennsylvania reenactors of southern California. Rich and his family were active supporters of the Drum Barracks Civil War Museum in Wilmington, California; they were active members of the Corona Genealogical Society, and Rich was an active member of the Orange County Civil War Round Table. Brother Ignatius was instrumental in providing SUVCW support and participation in dedications of Union Civil War veteran grave markers in both Riverside and Corona cemeteries. Rich's son Peter is also a member of Camp 17 and the 116th Pennsylvania reenactors; Rich's wife Diana and daughter Stephanie are members of the Elizabeth Hill-Mills DUVCW Tent 88 of Orange, California. Section 3: The Department and all Camp Charters are to be draped in black for a period of thirty (30) days. Section 4: All Department Brothers are respectfully directed to attach a black mourning ribbon to their membership badge (pursuant to C&R, Article III, Sec. 9) for a period of thirty (30) days. Section 5: The Department of California and Pacific extends its sincere condolences to the family of Brother Ignatius and to the Brothers of his Camps and Department. DEPARTMENT ORDER No. 3 OBSERVANCE OF MEMORIAL DAY 2010
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: To all Camp Commanders and Department Officers: 142 years ago, Commander in Chief, John Alexander Logan, gave to the Grand Army, his General Order #11 creating Memorial Day. On May 5, 1868, he wrote the following: "Let no vandalism of avarice or neglect, no ravages of time testify to the present or to the coming generations that we have forgotten as a people the cost of a free and undivided republic." As it is our First Fraternal Obligation to keep and observe Memorial Day, and every Camp should have at least one Memorial Day event scheduled. Let us do all we can to have every brother participate in a Service of Memorial. As few fraternal organizations have ever created a National Holiday, it is truly our duty to carry this on, so that future generations know it well. I encourage our brothers to support the efforts to return Memorial Day to May 30, the traditional date as originally established. If you have not done so, please sign the online petition available on our National Website. I also encourage you to hold a Memorial Day observance on May 30. However, I also think that it is foolhardy for us not to participate in existing Memorial Day activities. The current law of this Nation (36 U.S.C. § 116) provides that "The last Monday in May is Memorial Day." Our message of remembering the "Boys in Blue" and to return Memorial Day to May 30 should not fall on deaf ears, and our solemn rituals and ceremonies should not be performed for our benefit only. Instead, we should consider existing Memorial Day observances, as currently held on the last Monday in May, as an opportunity for us to spread our message to the maximum amount of citizens in our respective communities. It is opportunities such as these that will allow us to grow and thrive as an organization. DEPARTMENT ORDER No. 4 HONORING BROTHER JOSEPH C. MARTI
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: Samuel Brown, Veteran of the 137th United States Colored Infantry, died in 1923 and was buried at Sunrise Memorial Cemetery in Vallejo, California. The 90-year-old was mistakenly buried under a Confederate headstone at the cemetery for reasons that remain unexplained. In fact, Brown was born into slavery in Georgia in 1833. After being emancipated, he joined the Union Army at age 32, where he served for about one year. Section 2: Brother Joseph C. Marti, Senior Vice Commander of Phil Sheridan Camp No. 4, spearheaded an effort to help right a wrong enacted 87 years ago. On July 24, 2010, over 100 participants attended a ceremony to rededicate a new headstone for Samuel Brown, including numerous descendants of Brown, as well as members from at least five SUVCW Camps within the Department of California and Pacific. Section 3: Unanticipated by all those who toiled behind the scenes and/or who attended this hallowed ceremony, multiple media outlets covered this event in a positive light. News articles, photos, and video feeds were then picked up by internet websites and major news distribution companies, including the Associated Press and United Press International. To date, less than one week later, this story has appeared in print, on television, and on news-related websites all across the United States, and even on websites based in Taiwan, Brazil, Canada, Ireland, England, and South Africa. Section 4: Therefore, special recognition is given to Brother Marti, and we should all be inspired by his dedication and hard work. We are honored to have him as a brother in our Department. While it could be said that Brother Marti’s involvement in this endeavor is “what we are supposed to do,” his active role in righting this long standing wrong to one of the “Boys in Blue” has resulted in positive publicity for our Order to a degree that we could not have paid for through a publicist or advertising in multiple media outlets. It is through leadership such as this that our organization will grow and thrive. DEPARTMENT ORDER No. 5 HOST COMMITTEE FOR THE 2012 NATIONAL ENCAMPMENT
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: In accordance with Department Order No. 2, Series 2007-2008, issued by Commander Jerry R. Sayre on March 27, 2007, a Host Committee for the 2012 National Encampment, to be held in Los Angeles, California on August 9-11, 2012, is hereby established. Section 2: Activities of the Committee should include, but not be limited to, fundraising and coordination with local Camps, the National Organization of the Sons of Union Veterans of the Civil War, and other Allied Orders in regard to planning and executing the 2012 National Encampment of the Allied Orders. The Committee shall file a written report with the Department Secretary, on no less than an annual basis, to be presented at each annual Department Encampment. The report shall include, but not be limited to, actions, findings, and recommendations of the Committee for the twelve months prior to the Encampment at which the report is being presented. Section 3: The Committee shall exist until the 127th Annual Department Encampment, to be held in the spring of 2013. At said Department Encampment the Committee shall deliver a final written and oral report to the Department Encampment and be duly discharged. Section 4: The following Brothers are hereby appointed to the Host Committee for the 2012 National Encampment:
Section 5: The Department Commander shall serve as an ex-officio member of the Committee. Section 6: The Committee chairman may add additional members to the Committee as he deems necessary. DEPARTMENT ORDER No. 6 PASSING OF BROTHER CHARLES KENT MABIE
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: Brother Charles Kent Mabie of Newark, California, a member of Gen. Alfred Pleasonton Camp No. 24 and father to California and Pacific Department Commander Charlie Mabie, passed away November 29, 2010. Section 2: Brother Mabie was born in San Mateo, California on December 21, 1933; he lived his entire life in the San Francisco Bay Area. After graduating college, he served in the U.S. Army in Bavaria, Germany, where he met his wife of almost 53 years, Anneliese. He taught junior high school science for 35 years in San Mateo County, and enjoyed antique firearm restoration, reloading, and target shooting. Section 3: Charles based his eligibility in the SUVCW on the service of his great-grandfather, Benjamin F. Mabie, a Private in Battery B of the 1st Minnesota Heavy Artillery. His grandfather, Carl Kendall Mabie, was a member of John A. Logan Camp No. 20 of Los Gatos, California, and his father, Carl Frank Mabie, was a member of Gen. Alfred Pleasonton Camp No. 24. His son, Department Commander Charlie Mabie, and grandsons Ben and Mark Mabie are also members of Camp No. 24. He is also survived by his wife, a daughter Doris, a son-in-law Ed, daughter-in-law Kathy, and three other grandsons. Section 4: Condolences may be sent to his wife and family, care of Anneliese Mabie, at 36175 Indian Wells Dr., Newark, CA, 94560. Section 5: The Department and all Camp Charters are to be draped in black for a period of thirty (30) days. DEPARTMENT ORDER No. 7 APPOINTMENT OF AIDE TO DEPARTMENT MEMORIALS OFFICER
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: As Department Memorials Officer Kirby Morgan continues to address his current health issues, it becomes necessary to appoint an aide to assist him in his duties. Section 2: With the agreement of Bro. Morgan, I have appointed Bro. Dean Enderlin to fill this position. All correspondence regarding memorials shall continue to be sent to Bro. Morgan directly. Section 3: This appointment shall exist until amended or revoked, through the completion of my term of offfice. DEPARTMENT ORDER No. 8 PASSING OF COL. WILLIS BRUNER SAWYER, PDC
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: Past Department Commander, Col. Willis Bruner “Bill” Sawyer, passed away on April 11, 2010 at Arroyo Grande, San Luis Obispo County, California at the age of 92. Section 2: Bill was born in Chicago, Illinois on September 20, 1917 to Dr. Willis Frank Sawyer III and Dr. Leanora Sims Bruner Sawyer, and moved to Southern California at the age of three. Section 3: After graduating from the U.S. Military Academy at West Point in 1941 Bill led a wide-ranging military career until his retirement in 1969 with the rank of Colonel, U.S. Air Force. He was wounded during World War II, for which he was awarded the Purple Heart. Bill was highly decorated, including a Silver Star, Distinguished Service Cross, two Distinguished Flying Crosses, Croix de Guerre avec Palme (Government of France), Military Medal (Government of Greece), Order of the Tiger (Nationalist North China Armies), U1Chi with Silver Star (Republic of Korea Air Force), Distinguished Service Medal, Legion of Merit, Joint Commendation Medal, Army Commendation Medal, Orders Of White Elephant and Royal Crown of Thailand, and Meritorious Service Medal. Section 4: After his retirement from the military, Bill was the archaeological consultant for U.S. Forest Service, Los Padres National Forest; Field Director for the Cal Poly State University Archaeological Field School; and a professional archaeological consultant on California’s Central Coast. He was also active in the Boys Scouts of America and was awarded a Wood Badge, the highest level of adult Scout leader training available. Section 5: Bill based his eligibility in the SUVCW on the service of his great- grandfather, Capt. William Strange Sims of Company F, 86th Indiana Infantry, as well as three other Union relatives. He served four terms as Commander of the Department of California and Pacific, from 1989-1993, and was the most-senior living Past Department Commander. In addition to the SUVCW, Bill was a member of Order of Daedalians, Sons of the American Revolution, Military Order of the Loyal Legion of the United States, Military Order of the World Wars, Veterans of Foreign Wars, American Legion, Military Order of Purple Heart and Disabled American Veterans, plus various professional societies. Section 6: Donations can be made in memory of Col. Willis B. Sawyer to The Wounded Warriors Foundation, American Cancer Society, The American Heart Assoc., or to the San Luis Obispo Archeological Society. Section 7: The Department and all Camp Charters are to be draped in black for a period of thirty (30) days. Section 8: All Department Brothers are respectfully directed to attach a black mourning ribbon to their membership badge (pursuant to C&R, Article III, Sec. 9) for a period of thirty (30) days. DEPARTMENT ORDER No. 9 SUPPORT FOR CANADIAN CIVIL WAR MONUMENT
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: During the Civil War, 50,000-plus Canadian Nationals fought for the Union cause. From their ranks we count twenty-nine Medal of Honor Recipients, four Generals, and nearly 5,000 dead. Section 2: During the 2009 National Encampment, a National Committee was empowered to honor the memories of these Canadian citizens who joined the noble cause. This project is to seek the erection of a monument to be placed in Canada in gratitude to her Canadian Sons who volunteered in service to our Union during our great Civil War. Section 3: I encourage our brothers to support the efforts to build this monument by writing your state and federal representatives.
