DEPARTMENT ORDER No. 1 ELECTION, APPOINTED OFFICERS, & DEPARTMENT HEADQUARTERS
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: Having been duly elected Department Commander by the 122nd Annual Department Encampment in regular session at San Luis Obispo, California, it is with sincere appreciation for the continued support and confidence shown to me that I assume command of the Department of California and Pacific for the term, 2008-2009. I, along with my officers, will strive to bring honor to the memory of our Union ancestors through the good works of our Order during the coming year. I hereby establish my residence in the Town of Fallbrook, County of San Diego, and State of California as the Department Headquarters. Correspondence on any matter is most welcomed and may be sent to my home address, 540 West Fig Street, Fallbrook, California 92028-2821, or to my e-mail address, cod26ia@roadrunner.com. Camp reports and dues shall be sent to the Department Secretary-Treasurer at 704 Virginia Street, El Segundo, CA 90245. DEPARTMENT ORDER No. 2 APPOINTMENT OF DEPARTMENT SPECIAL COMMITTEE
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: By order of the 122nd Department Encampment, the following Brothers are appointed to the Department Exploratory Committee for Possible Hosting of National Encampment: Glen Roosevelt PCC (Chairman), Brad Schall PDC, and any others the Chairman deems necessary. With successful progress, this committee shall continue as Host committee. Section 2: In accordance with the Department Bylaws, the Department Commander shall be an ex officio member of the above Committees. DEPARTMENT ORDER No. 3 APPOINTMENT OF DEPARTMENT STANDING COMMITTEES
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: The following Brothers are appointed to the Department Publicity and Promotion Committee: Charlie Mabie (Chairman), Robert J. Kadlec PCC, and Daniel R. Earl PCC. The Chairman shall appoint any others he may deem necessary. Section 2: The following Brothers are appointed to the Department Encampments Committee: Charlie Mabie (Chairman). The Chairman shall appoint any others he may deem necessary. Section 3: The following Brothers are appointed to the Department Civil War Memorials Committee: Kirby R. Morgan (Chairman). The Chairman shall appoint any others he may deem necessary. Section 4: The following Brothers are appointed to the Department Legislation Committee: Daniel R. Earl PCC (Chairman). The Chairman shall appoint any others he may deem necessary. Section 5: The following Brothers are appointed to the Department Bylaws Committee: Bob Lowe PDC (Chairman) and Brad Schall PDC. The Chairman shall appoint any others he may deem necessary. Section 6: The following Brothers are appointed to the Department History Committee: David A. Davis (Chairman). The Chairman shall appoint any others he may deem necessary. Section 7: The following Brothers are appointed to the Department Communications and Technology Committee: Tad D. Campbell PDC (Chairman). The Chairman shall appoint any others he may deem necessary. Section 8: In accordance with the Department Bylaws, the Department Commander shall be an ex officio member of each of the above Committees. DEPARTMENT ORDER No. 4 PASSING OF BROTHER ALBERT NEIL MCKIM
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: On March 3, 2008, Brother Albert Neil McKim of the Gen. George Wright Camp 22, passed away. Brother McKim served his Camp as Treasurer for many years. Section 2: The Department and all Camp Charters are to be draped in black for a period of thirty (30) days. Section 3: All Department Brothers are respectfully directed to attach a black mourning ribbon to their membership badge (pursuant to C&R, Article III, Sec. 9) for a period of thirty (30) days. Section 4: The Department of California and Pacific extends its sincere condolences to the family of Brother McKim and to the Brothers of his Camp. DEPARTMENT ORDER No. 5 OBSERVANCE OF MEMORIAL DAY 2008
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: To all Camp Commanders and Department Officers: Today, exactly 140 years ago, Commander in Chief, John Alexander Logan gave to the Grand Army, his General Order #11 creating Memorial Day. Today, our very Own Commander in Chief, Charles E. Kuhn Jr. has issued his General Order #17 reminding us of our obligation to this Historic Holiday. I follow that tradition. As it is our First Fraternal Obligation to keep and observe Memorial Day, and every Camp should have at least one Memorial Day event scheduled, Let us do all we can to have every brother participate in a Service of Memorial. Please send the attached letter to every Brother, either by mail or electronically. As few fraternal organizations have ever created a National Holiday, it is truly our duty to carry this on, so that future generations know it well. DEPARTMENT ORDER No. 6 PASSING OF BROTHER ROBERT "BOB" LOWE
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: It is with the heaviest heart that I report: On June 23, 2008, Brother Bob Lowe, PDC of the Sgt. William Pittenger Camp 21, passed away. Brother Lowe served this Order on every level, Camp, Department, and National, for many years. Bob had been under the care of Hospice of San Diego, and slipped away quietly Monday evening. All that knew him know he leaves a void that can never be filled both in our Order and our lives. Section 2: The Department and all Camp Charters are to be draped in black for a period of thirty (30) days. Section 3: All Department Brothers are respectfully directed to attach a black mourning ribbon to their membership badge (pursuant to C&R, Article III, Sec. 9) for a period of thirty (30) days. DEPARTMENT ORDER No. 7 DEPARTMENT COUNSELOR
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: With the passing of Brother Bob Lowe PDC, it becomes necessary to fill the office of Department Counselor for the remainder of the term. Section 2: While I am very fortunate to have several good choices, I have appointed Brother Tad Campbell PDC to fill this position.
