DEPARTMENT ORDER No. 1 ELECTION, APPOINTED OFFICERS, & DEPARTMENT HEADQUARTERS
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: Having been duly re-elected Department Commander, it is with the sincerest appreciation for your confidence and support that I resume command of the Department of California and Pacific, for the 2003-2004 term. I want to assure all of you that my fellow Department Officers and I, will continue to work tirelessly to ensure that the Department does all that it can to bring honor to our forefathers who fought to preserve the Union, and to uphold the great traditions of our Organization. My second term will continue to be guided by the principles of our Order: Fraternity, Charity, and Loyalty. I hereby establish my residence in the City of Lincoln, County of Placer, State of California as the Department Headquarters. Correspondence on any matters are most welcomed and encouraged at my email address, , or at the Department post office box, P.O. Box 664, Gilroy, CA 95021-0664. Section 2: Department Brothers who were duly elected (and re-elected) and installed (by Commander in Chief Robert E. Grim, himself) at the 117th Annual Department Encampment on 29 March 2003 are as follows:

DEPARTMENT ORDER No. 2 PASSING OF REAL SON EDWARD L. BLAKELY
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: In accordance with CIC Kent L. Armstrong's order of 30 October 2003, all camps and Brothers in the Department of California and Pacific shall drape their Camp Charter and Membership badges in memory of Real Son Edward L. Blakely. Section 2: Brother Blakely was a Real Son of the SUVCW, a member of General John A. Logan Camp 1 in the Department of Michigan. Brother Blakely honored the memory of his father, Egbert Blakely, who served in Company E of the 10th Michigan Volunteer Cavalry Regiment. Brother Blakely attended several national encampments and members of the Department of California and Pacific had the honor and privilege of fellowship with Brother Blakely. Our deepest sympathies are extended to Brother Blakely's family. DEPARTMENT ORDER No. 3 PASSING OF REAL SON MADISON WALDON GADBERRY
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: In accordance with CIC Kent L. Armstrong's Order of 2 November 2003, all Camps and Brothers in the Department of California and Pacific shall drape their Camp Charter and Membership badges in memory of Real Son Madison Waldon Gadberry. Section 2: Brother Gadberry was a Real Son of a Union Veteran, a member of Farragut Camp 6, in the Department of Tennessee. Brother Gadberry honored the memory of his father, Milton Granville Gadberry, who served in Company H of the 8th Iowa Volunteer Infantry Regiment. Brother Gadberry was named after his father commanding officer, Captain Madison M. Waldon. Our deepest sympathies are extended to Brother Gadberry family and his sister Ms. Jewell Hoffman who is a charter member of Mary Ann "Mother" Bickerdyke Tent 2, DUVCW. DEPARTMENT SPECIAL ORDER No. 1 USE OF RESERVE FUNDS:
By the authority vested in me as Commander of the Department of California and Pacific, by the Department Bylaws, the National Constitution and Regulations, and National Policies, it is hereby ordered as follows: Section 1: Pursuant to Department Policy regarding the expenditure of Reserve Funds, I find and declare that the amount of $100 is necessary for the specific purpose of providing a recruitment/information table at the NCWA sponsored reenactments in Fresno, CA during the weekend of October 4th, 5th, and 6th, 2003. Section 2: Two-thirds of the elected Department officers having voted in the affirmative, as indicated in &sec; 3 below, the Department Treasurer is authorized and directed to issue a check, in the amount of $100 from Department Reserve Funds, to Pleasonton Camp 24 in accordance with this Special Order. Section 3: Department Officers voted as follows regarding the use of Reserve Funds -
